Statement by Horatio Hendricks MPL – DA Shadow MEC for Education:

The fire damage at JA Calata Senior Secondary School in Nxuba has exposed the devastating consequences of abandoned and underfunded school infrastructure projects in the Eastern Cape.

According to reports brought to the attention of DA councillors today, the school was ravaged by fire following alleged arson attacks after contractors reportedly abandoned the site due to non-payment by the Eastern Cape Department of Education.

Once work stopped and the site was left unsecured, the unfinished infrastructure became vulnerable to vandalism, theft, and ultimately destruction, while learners were displaced and additional pressure was placed on neighbouring schools forced to absorb the overflow.

The Democratic Alliance will write to the Chairperson of the Provincial Education Portfolio Committee requesting a full report on the circumstances surrounding the abandonment of the JA Calata project, the alleged non-payment of contractors, security failures at the site, and the growing number of stalled infrastructure projects across the province.

The destruction at JA Calata cannot be dismissed as an isolated incident. It reflects a broader infrastructure crisis within the Department of Education.

In response to parliamentary questions from the DA, the Department confirmed that 138 infrastructure projects identified for the 2025/26 financial year were reduced to just 86 projects due to budget constraints, while 52 projects were deferred to future years.

The Department further confirmed that only six projects have been completed during the current financial year, while 35 remain under construction and 22 projects have been suspended or terminated.

Even more alarming is the Department’s admission that R154 million has already been spent on terminated projects across the province.

Parliamentary replies also revealed that not a single new brick-and-mortar school has been constructed in the Eastern Cape over the past five years.

These failures have real consequences for learners. Schools remain overcrowded, projects stand abandoned for years, communities are left with incomplete infrastructure, and public assets become vulnerable to vandalism and destruction.

The Department must account for how many other school projects are currently exposed to similar risks, what security measures are in place at abandoned construction sites, and how many learners continue to be affected by stalled infrastructure delivery.

Learners in the Eastern Cape deserve safe schools, functional classrooms, and a government capable of completing infrastructure projects instead of leaving them to collapse into ruin.

School governing body chairperson Lionel Stevens says that Carinus Primary in Cradock, Eastern Cape, was built 60 years ago using asbestos. Now the ceilings are collapsing.

Parents at Carinus Primary School in Cradock, Eastern Cape, say the education department put their children at risk by failing to address damaged asbestos in the classrooms.

This week the department promised to fast-track renovations, but parents are sceptical.

Ceilings have collapsed while learners were inside classrooms, exposing them to dilapidated asbestos roofs.

Parents closed the school in protest, but allowed the school feeding scheme to continue.

After meetings with officials, Principal Neville Fleurs says teaching will resume on Tuesday. Until they get new classrooms, the 1,045 learners in grades R to 7 will rotate through 11 classrooms.

“I hope this time the government will heed our calls,” said school governing body chairperson Lionel Stevens.

He said the school was built 60 years ago using asbestos. “Asbestos was banned by the government due to its health risks. This school needs about R1-million to reconstruct it. We only have an annual budget of R38,000.”

Stevens said learners have narrowly avoided injury. In 2012, a roof collapsed. Officials came to assess the safety of the buildings, but nothing further was done.

On 18 March 2026, a ceiling collapsed in what used to be the grade 1 class.

Despite regular cleaning and disinfectants, Stevens says a heavy stench of urine and excrement from learners’ toilets permeates from rotting chipboard walls.

A parent, who asked not to be named, said there had been “discussion for several years with government officials, but they keep lying to us”.

The parent said, “This is one of the reasons small towns have poor pass rates and high crime rates because children don’t get quality education.”

Democratic Alliance shadow MEC for education Horatio Hendricks said, “These [school] closures mean uncertainty, lost teaching time, and growing anxiety about safety. Children are being denied their constitutional right while teachers are placed in untenable conditions.”

Department spokesperson Mali Mtima confirmed that an inspection was done by an infrastructure team.

“They are facilitating replacement of the asbestos issues. Some roofs are cracked. They made a request for an accelerated procurement for the roofs. Additionally, the district had a meeting with stakeholders, including the mayor, to discuss a way forward. We are awaiting recommendations for the next move,” said Mtima.

The Democratic Alliance (DA) in the Eastern Cape is proud to announce Cllr Lorraine Smith-Johnson as our Blue Crane Route Local Municipality Mayoral Candidate for the 2026 Local Government Elections.

Today, I was joined by DA Zuurberg Constituency Leader, Dr Malcolm Figg MPL, at Francisvale Hall in KwaNojoli (formerly Somerset East), where Lorraine accepted her nomination and announced that she is ready to lead the DA campaign for the upcoming local elections.

Lorraine Smith-Johnson

Lorraine is born and bred in KwaNojoli and worked in the education sector for 39 years. She was elected as DA Ward 5 councillor during a by-election in 2023 and during the first year of her term donated her full council salary to uplift the community. Since then, she has continued to donate portions of her council salary in support of the neighbourhood watch, youth sports initiatives, soup kitchens, schools, and an old age home.

A true example of servant leadership, Lorraine works to resolve the issues that face residents and is a regular sight walking the streets and knocking on doors to personally interact with the community she serves.

The Blue Crane Route Municipality is balanced on a knife-edge, with the DA and ANC each having five seats in the 11 seat Council. This followed after we won an ANC ward in Pearston in 2024.

The closure of schools in Cradock, including Carinus Primary, due to escalating safety concerns, signals a deepening crisis in the Eastern Cape education system that cannot be ignored. When schools are forced to shut their doors, it is a collapse of the basic duty to provide safe, functional learning environments.

The Democratic Alliance (DA) will write to the MEC for Education to demand immediate intervention, a full report on the circumstances that led to the closure of these schools, and urgent action against any official, including the Head of Department, who neglected their responsibility to protect learners and staff.

For learners, parents, and educators, these closures mean uncertainty, lost teaching time, and growing anxiety about safety. Children are being denied their constitutional right to education, while teachers are placed in untenable conditions where their well-being is compromised. Communities are left to navigate the consequences of a system that is failing them at multiple levels.

The DA believes that the situation in Cradock reflects a broader pattern of administrative failure and lack of accountability within the provincial Department of Education. Immediate intervention is required to restore safety, reopen affected schools, and ensure that learners can return to stable classrooms without delay.

Reports of ongoing issues at multiple schools in the area raise serious questions about oversight, responsiveness, and leadership within the department. The apparent inability or unwillingness of the Head of Department to address these challenges decisively has contributed to a loss of confidence among communities and educators alike. Where systemic risks are identified, swift and transparent action is required, not silence or delay.

Restoring safe and functional schools is not an abstract policy objective. It is about ensuring that every child has a place to learn, every teacher has a safe environment to work in, and every parent can trust the system to deliver on its most basic obligations.

The people of the Eastern Cape deserve leadership that delivers, and a future built on dignity, opportunity and honest government.

The Democratic Alliance (DA) in the Eastern Cape today proudly announced Councillor Bettie Lawens as our Inxuba Yethemba Local Municipality Mayoral Candidate.

Drawing on a decade of experience as a public representative and a deep connection to the community she serves, she did not hesitate to accept this responsibility and formally accepted the nomination today at the Sonskyn Hall in Nxuba (formerly Cradock).

Bettie Lawens

Bettie was born in Nxuba, where she was involved in local media, reporting on residents’ service delivery struggles. Realising she could make a greater impact from within, she decided to take her fight to council.

She joined the DA and was elected as a DA proportional representative councillor in the 2016 Local Government Elections. Ahead of the 2021 Local Government Elections, she stood as ward councillor for Ward 4 and was re-elected to council.

Ten years in council has given Bettie extensive institutional knowledge of the municipality’s governance, its structures, and its operations.

Bettie is a DA stalwart in Inxuba Yethemba and is a trusted voice in the community across all wards, known for fighting to turn the fortunes of this collapsing municipality around.

She has a proven track record. Her dedication to the community and commitment to transparency and ethical leadership are the reasons why we are proud to have Bettie stand as our Mayoral Candidate.
