Volunteers Turn Derelict Historic Building into a Thriving Community Centre

A once derelict heritage building in Welcome Glen in Glencairn Valley, Cape Town, has been turned into a thriving community centre through a partnership between government and local volunteers.

Welcome Cottage, an early 19th?century Cape Dutch homestead, was declared a national monument in 1985 and is protected by the National Heritage Resources Act.

According to the Welcome Glen Community Voluntary Association (WGCVA), the farmhouse was built between 1810 and 1812. The property was leased to Johannes Henricus Brand by the Cape Government.

The farm has, over the years, produced vegetables, flowers, bark for tanning purposes, dairy produce and corn.

Around 1820, Brand built a watermill on the Else River. This mill was in use until at least 1842, with the local farmers bringing their wheat to make bread for a nearby bakery.

Since 1993, the farmhouse has been in disrepair.

The cottage is now called the Welcome Glen Farmhouse.

WGCVA chairperson Conway Lotter said the building had long been “an eyesore”. About five years ago, the association had approached the South African Heritage Resources Agency (SAHRA), the custodian of the building, and developed a proposal to revive it.

“We’ve now been here for nine months,” said Lotter.

As part of the restoration project, the association worked with the Simon’s Town Museum and the Fish Hoek Valley Museum to research the site’s history.

In the entrance to the farmhouse there is now a community notice board for local events and a display where small businesses can advertise. There is a nursery and a small coffee shop.

The farmhouse has been used for book launches, neighbourhood watch meetings, memorials and other community events.

Bridgette Wirth, who hosts workshops for children at the cottage, said, “I think it’s fantastic that this place has turned around to be something that the whole community can access.”

“There are so many derelict buildings all around the country that could be better used.”

SAHRA has leased out several heritage properties to ensure they are maintained. The Old Congregational Church in Cradock, for example, is leased to Hello Cradock in partnership with the local church council.

Ben Mwasinga, a senior manager at SAHRA, said the lease agreement with Welcome Glen Community Voluntary Association is a standard three?year commercial lease. The tenant covers operating costs and maintains the property, and all upgrades must comply with the National Heritage Resources Act.

“SAHRA supports initiatives where a heritage property can shift from disuse to meaningful activity that benefits both the community and the long?term conservation of the site,” he said.

Indigenous plants and herbs are for sale at the nursery.

The Democratic Alliance (DA) will take its JobsConnectEC campaign to Graaff-Reinet on Thursday as part of its ongoing effort to connect Eastern Cape job seekers with practical tools, training, and real employment opportunities.

JobsConnectEC, a DA driven initiative, was launched last year in Gqeberha as a community-focused programme aimed at addressing the province’s severe unemployment crisis by offering hands-on support to residents who are actively seeking work.

The Eastern Cape continues to face the highest unemployment levels in South Africa. The latest quarterly labour force survey shows that there are more people looking for work than employed in our province.

In rural areas like Graaff Reinet, roughly three out of five people, particularly young people, remain locked out of the economy despite having the willingness and potential to work.

JobsConnectEC is designed to bridge the gap between job seekers and opportunity. At the Graaff-Reinet event participants will receive guidance on compiling professional CVs, registering their skills, and preparing for interviews. They will also be able to access information about available training opportunities and job search resources.

A key component of the initiative is ensuring that job seekers leave with practical next steps rather than empty promises.

By bringing JobsConnectEC directly into communities such as Graaff-Reinet, the DA aims to ensure that smaller towns are not excluded from employment initiatives and that residents outside major urban centres also gain access to support and opportunities.

Through these engagements the programme is building a growing skills database and strengthening partnerships with businesses, training institutions, and youth employment services.

The DA remains committed to expanding initiatives that restore dignity through work and connect residents with the opportunities they deserve.

The Accused and the Allegations

The central figure is Deon Gerber, a former marketing agent for the school who was employed between 2015 and 2022.

The Scheme: It is alleged that between 2017 and 2023, Gerber misled corporate and private sponsors by providing them with his personal Capitec bank account details instead of the official account for the Fish River Educational Trust, which manages Marlow’s finances.

The Total: The charge sheet lists 36 suspicious transactions totaling R646,965.

Major Victims: High-profile agricultural service providers were affected, including BKB (R182,750) and Cradock Seed (R131,000).

How the Fraud was Discovered

The scheme remained undetected for years and only came to light in May 2023, seven months after Gerber had already left the school.

A prominent Nxuba businessman intended to donate R12,750 to the school.

A “slip of the finger” caused him to type an extra “2,” accidentally transferring R122,750.

When the businessman approached the school to request a refund of the R110,000 overpayment, the school realized they had no record of the transaction—nor of the bank account the money had been sent to.

Current Legal Status (March 2026)

Court Appearance: Gerber appeared in the Nxuba Regional Court on Monday, March 2, 2026.

Postponement: The matter has been postponed until April 2026 for further consultation.

Department Stance: The Eastern Cape Department of Education has condemned the alleged fraud but noted that since Gerber was employed by the School Governing Body (SGB) and not the department directly, the school has handled the matter through the police and the regional court system.

Impact on the Community

The funds were originally intended for school equipment, sports events, and assisting financially needy students with boarding and tuition fees. The discovery has caused significant concern among the school’s donor base, which is vital for agricultural schools in the region.

The Democratic Alliance (DA) welcomes the Eastern Cape Provincial Government’s announcement of R55 million in emergency funding to procure vaccines in response to the foot-and-mouth disease (FMD) outbreak.

This funding, announced by Finance MEC Mlungisi Mvoko yesterday following the announcement that FMD had been classified as a National Disaster, represents a necessary and urgent step to contain the spread of this highly contagious disease, protect the province’s livestock sector, and safeguard food security and agricultural livelihoods.

We also commend John Steenhuisen, Minister of Agriculture, for his role in getting FMD classified as a National Disaster. This will assist in enabling the release of emergency funding and strengthening the government’s ability to respond decisively to the crisis.

The DA has consistently called for decisive, proactive measures to prevent further economic losses for farmers and to limit the devastating impact of FMD outbreaks on rural economies, job security, and trade.

The impact of the outbreak is already devastating farming communities. Emerging farmers across the province are suffering significant livestock losses, facing quarantine restrictions that prevent them from trading, and being forced to carry rising feed and operational costs while their income collapses

This emergency allocation will help ensure the province can secure critical vaccine supplies and strengthen the response to the outbreak. Swift and coordinated action across all spheres of government remains essential to contain the spread of the disease and protect the agricultural value chain.

However, while this emergency allocation is welcomed, it must be accompanied by clear implementation plans, strict oversight, and transparent reporting on vaccine procurement and distribution. Delays, mismanagement, or failures in coordination will continue to place farmers and the broader agricultural value chain at risk.

I have written to the MEC of Agriculture, Nonceba Kontsiwe, to request that she ensure rapid and equitable distribution of vaccines once available, as well as the strengthening of disease monitoring and biosecurity measures. The MEC must provide meaningful support for affected farmers, particularly emerging and small-scale producers.

Foot-and-mouth disease poses a serious threat to the Eastern Cape’s agricultural sustainability and economic stability. The government’s response must therefore remain swift, coordinated, and accountable.

The DA will continue to monitor the situation closely to ensure that this funding delivers real protection for farmers, preserves livelihoods, and prevents further spread of the disease.

The Economic Freedom Fighters (EFF) welcomes the decision to rename the town of Graaff-Reinet to Robert Sobukwe Town, a long-overdue act of historical justice arising from a lawful and consultative public participation process concluded through the Eastern Cape Provincial Geographic Names Committee, and relevant statutory bodies.

This renaming is a necessary ideological intervention in a country whose geography still highlights colonial conquest. Colonial names were never neutral but they were instruments used to impose authority, legitimise land theft, and normalise the domination of African people. To retain them is to symbolically prolong colonial violence.

Robert Mangaliso Sobukwe represents the highest ideals of revolutionary integrity. As the founding President of the Pan Africanist Congress (PAC), Sobukwe articulated an uncompromising vision of African self-determination, land restoration, and total liberation from colonial rule. He played a decisive role in organising the 1960 anti-pass campaign, which exposed the brutality of the apartheid system and altered the course of South African history. For this, Sobukwe was uniquely persecuted by the apartheid state, including years of solitary confinement on Robben Island under a special legislative clause designed solely to silence him. His life stands as a testament to courage, clarity, and sacrifice without compromise.

By contrast, Colonel Cornelis Jacobus van de Graaff, after whom Graaff-Reinet is partially named, was a colonial administrator whose record is neither heroic nor admirable. Historical accounts reflect that his tenure in the Cape colonial administration involved misconduct, including behaviour that led to his removal from office. He represents not excellence, leadership, or moral integrity, but the arrogance of colonial governance. To insist on preserving his name is to elevate an irresponsible colonial official over a revolutionary giant who sacrificed everything for freedom.

The historical impact of Graaff and Reinet does not come remotely close to that of Sobukwe. One advanced liberation at great personal cost; the others benefited from and enforced colonial domination. There is no moral or historical equivalence.

The EFF is therefore not surprised by the hostile reaction of the Freedom Front Plus (FF+), a party whose understanding of “history” begins and ends with white settler experience.

FF+ does not recognise Sobukwe as part of “their history” because they reject African liberation as legitimate history. To them, history is colonisation, settlement, and democracy without Africans at the centre. Sobukwe’s existence, ideas, and legacy fundamentally threaten their worldview, which is why they oppose his recognition. As we have stated before, Afrikaners are more than welcome to preserve their history in museums and archives, but we will reiterate there is no room for the celebration of the likes of Graaff in naming our geography.

The EFF reaffirms that the decolonisation of space must continue relentlessly. Our towns, streets, and institutions must reflect African revolutionaries, freedom fighters, and builders of a liberated society.

The EFF opposes the privatization of state-owned enterprises.

The Chris Hani District Municipality (CHDM) must be a focus area for President Cyril Ramaphosa’s newly established Water Crisis Committee and the deployment of technical experts and resources to municipalities facing severe water challenges. President Ramaphosa announced the establishment of the Committee during his recent State of the Nation Address.

The Democratic Alliance (DA) has been fighting for years to highlight CHDM’s failure as a water services provider to the Enoch Mgijima Local Municipality.

Last week, I formally requested that the ongoing failure to provide Enoch Mgijima residents with adequate, quality water be brought before the Parliamentary Portfolio Committee on Cooperative Governance and Traditional Affairs (CoGTA).

With national government having already laid criminal charges against 56 municipalities for failing to meet their water obligations, I have now written to the CoGTA MEC, Zolile Williams, urging him to work directly with the National Water Crisis Committee to urgently address the water challenges faced by municipalities within CHDM.

The Chris Hani District Municipality requires an estimated R1.65 billion to address its water infrastructure backlog. This presents a critical opportunity to table a credible, actionable recovery plan before the National Water Crisis Committee and secure the necessary technical and financial support.

MEC Williams must put the residents of the Chris Hani District first by proactively engaging the National Water Crisis Committee to find sustainable, long-term solutions to the ongoing water crisis.

As the President stated, “Water outages are a symptom of local government that is not working… In many places local government administrations are weak and governed by patronage rather than technical capacity and merit.”

Decisive intervention is needed to ensure that CHDM fulfils its mandate as a water services authority.

The longer this matter remains unresolved, the more residents of the Enoch Mgijima Local Municipality will endure prolonged water outages and billing inconsistencies.

The people of Enoch Mgijima deserve a DA government that is caring, capable and prepared to tackle the water crisis head-on and restore dignity, reliability, and accountability to local governance.
