Tomorrow, 9 December 2022, the DA will hold water pickets outside the offices of the Chris Hani District Municipality (CHDM) in Cradock and Middelburg. The CHDM is responsible for the provision of water to these towns.

Residents of Cradock and Middelburg are suffering due to extended water outages leaving the local economy on the brink of collapse in the run-up to the festive season.

The pickets will be led by EC Midlands Constituency Leader, Kobus Botha MPL and local DA councillors and a letter of demands regarding a festive season water supply plan will be handed over.

The Chris Hani District Municipality (CHDM) must urgently deliver a festive season water supply plan to Cradock and Middelburg residents in order for local businesses to be able to tend to the needs of locals, tourists and to prevent further harm to the local economy.

The CHDM is responsible for the provision of water to the Inxuba Yethemba Municipality (Cradock and Middelburg) but has failed dismally to deliver on this mandate.

Recently extended water outages and water-rotation meant that thousands of Cradock residents had to endure living without the provision of sustainable potable water.

Water outages also pose a high-risk in the event that a fire needs to be contained.

I have written to the CHDM municipal manager requesting that he delivers a written crisis management festive season water supply plan for the period December 2022 to February 2023 within the next five working days.

The plan must include the following:

  • The call centre must be fully operational 24/7 and contact information must be widely communicated to the public.
  • Contact information of local on duty standby staff and their functions must be provided.
  • Water purification staff on duty and the resources available to them.
  • Availability of diesel to run generators during loadshedding.
  • All pumps, generators and electrical connections to be serviced before the onset of the festive season recess.

I have also requested feedback on the possibility of allowing the private sector to assist with emergency repairs of water infrastructure to prevent any damage to the already struggling economy.

On Friday, 9 December 2022, we will also be hosting water pickets in Cradock and Middelburg to personally deliver a letter to CHDM officials.

The CHDM must put a plan in place to ensure a reliable and sustainable water supply. We will not stand by while our local economy is being destroyed and our people are deprived of their basic human right to water.

Large commercial and industrial premises invariably offer three phase Eskom or Municipal electric power as standard to business.

There is a growing move to sub let sections of a larger commercial and industrial premises to tenants which necessitates the need to measure and charge for electricity consumed by the tenant.

In the case of a three phase supply the amount being used by a tenant can become very large in relation to the actual rental.

The difference between a single and a three phase meter:

Typically, all domestic homes and small to medium businesses will have a single phase meter.

With a single phase meter, one alternating current (AC) supplies your property through one single wire. This is enough to power a regular business or home, so long as you don’t have a jacuzzi running 24/7 and a whole fleet of electric vehicles charging outside!

Three phase meters are usually only necessary for larger industrial and commercial businesses that use a lot more electricity. A three phase meter has three wires with three alternating currents (AC) supplying the meter and site, so much more power can be used.

Fortunately three phase prepaid electricity meters are readily available such as the Hexing 3 Phase Prepaid Meter with optional remote keypad. The installation of which does demand a higher grade of knowledge than a single phase prepaid electricity meter and that is where Straton Electrical Prepaid comes in as all installations are done by registered and a properly accredited electricians with years of experience in the commercial and industrial environment.

A little about Prepaid Meters – often referred to as Sub Meters:

Irrespective of the type of sub meter in place, sub meters are privately owned and managed, so the property owner or complex will still have the primary meter in place and will still be responsible for the primary account. Put simply, sub meters are in addition to, and will not be installed without the existence of the primary meter in the first instance. Remember the primary meter is there for Eskom or the Municipality to charge you for what the property has consumed.

Sub meters, just like primary meters, can also either be a post paid meter that is then read each month and the end user billed accordingly or the sub-meter can be prepaid. Sub meters take care of the challenge of fair apportionment as each end user is now responsible to pay for their own consumption. All the revenue collected from the sub meters each month is then used to pay for the primary meter.

How it works:

  • Tenant purchases access to electricity via an online app/link OR at any Easy Pay outlet – Checkers, Shoprite, Spar, Engen, BP, Pick ‘n Pay etc.
  • Outlet issues a voucher – printed or SMS
  • Tenant inputs voucher code
  • On the 7th of each month landlord receives, in his/her designated bank account, the tenant purchases amount less payment processing/admin fees plus a statement of purchases made in that period.
  • Landlord settles electricity account with Municipality.

When do Prepaid Meters Really Make Sense?

  • During water restrictions – such as the present drought in Nelson Mandala Bay
  • Multi Tenanted buildings
  • Sectional Title Complexes
  • Granny Flats
  • Any subdivided property
  • Any tenanted property with an existing credit meter.

Taps have run dry in Burgersdorp even though the town’s main supply dam, the JL de Bruin dam, is overflowing.

In certain areas of Burgersdorp residents go up to seven days without water while watershedding is also being implemented.

This crisis is due to the inability of the Walter Sisulu Municipality to restore electricity to the water pumpstation.

I will now write to the EC MEC for Cooperative Governance and Traditional Affairs (COGTA), Zolile Williams, requesting him to intervene and provide a plan to remedy the situation.

On 10 November 2022 copper cables at the pumpstation at the JL de Bruin dam were vandalized, and the transformer damaged.

This dam provides the Water Treatment Works with raw water to be purified and distributed to the town and areas of Thembisa, Eureka and Mzamomhle.

Burgersdorp endures watershedding from 05:00 to 12:00 every second or third day.

Eureka, Thembisa and Mzamomhle go days without water. Some areas in Thembisa recently went a week without water.

This has negatively affected businesses, clinics, schools, the hospital, and residents.

The Joe Gqabi District Municipality is the Water Services Provider and is responsible for pumping and purifying untreated water, and then distributing it to communities.

The Walter Sisulu Municipality oversees the electricity provision so that water can be pumped successfully. The damaged transformer has made this impossible.

The transformer was eventually sourced and arrived in Burgersdorp on 24 November 2022.

Cables were laid and prepped, only to discover that the transformer was the wrong specification and not big enough to even start the pumps.

Burgersdorp does not have a water problem but a serious water management problem.

The failures of both the Joe Gqabi District Municipality, which is responsible for water, and the Walter Sisulu Municipality, responsible for electricity provision to the pumps, have deprived residents of their fundamental human rights.

These two municipalities do not care about the residents of Burgersdorp, Eureka, Thembisa and Mzamomhle.

The DA will not allow two dysfunctional ANC municipalities to deny residents access to water.

Thousands of residents in Cradock in the Inxuba Yethemba Municipality (IYM) have been suffering without running water since the taps ran dry a week ago.

The residents of Bergsig and Hillside have endured seven consecutive days of being deprived of their basic human right to access water. The central business district and industrial area in Cradock have also been receiving no water, or experiencing a weak flow of water.

The local animal shelter that provides care for more than 200 animals is also still without water and is dependent on water provision from good Samaritans.

Water and sanitation provision to the IYM is the competency of the Chris Hani District Municipality (CHDM). Since 2014 the CHDM has dismally failed in delivering this mandate. Residents of Cradock and Middelburg in the IYM have become used to extended water outages and raw sewage flowing into streets and rivers.

Yesterday, 21 November 2022, I wrote to the Eastern Cape MEC for Cooperative Governance and Traditional Affairs (CoGTA), Zolile Williams, requesting him to provide a decisive plan to ensure that this water outage is addressed urgently. This follows the letter I sent to the MEC last week regarding the same issue.

The MEC’s reply to my most recent letter highlights the district municipality’s inability to provide a consistent flow of running water to residents.

According to the MEC the pump that provides water to high-lying areas such as Bergsig and Hillside, has been non-operational for an extended period of time due to mechanical issues and a shortage of diesel.

Inxuba Yethemba faces the very real threat of watershedding if the CHDM does not act decisively to find solutions to the late payment of service providers, poor budgeting, and the inability to upgrade and maintain ageing water infrastructure.

If the MEC does not intervene we will take the matter up with the Minister of Water and Sanitation.

The DA will not stand idly by while our people are being deprived of their basic human right to water. The Water and Sanitation Competency must be removed from Chris Hani District Municipality

The once beautiful town of Tarkastad in the Enoch Mgijima Local Municipality (EMLM) has fallen victim to a corrupt and uncaring government over the decades.

Basic services have all but collapsed in this little Karoo town. Sewage leaks, potholes, broken streetlights and illegal dumping are, unfortunately, the norm in this once pristine town. There are no longer vehicles to collect refuse, as the municipality has had to sell off assets to pay debts.

The residents of Tarkastad (ward 33) are the forgotten people of the Enoch Mgijima municipality. Nobody is fighting for their rights, and they deserve better.

But all is not lost, and on 30 November 2022, residents can go to the polls to elect a DA public representative who will fight their cause in council.

The DA candidate for the ward 33 by-election, Garth Titus, has been on the ground with his team to bring hope to residents by addressing municipal issues.

Together they have conducted regular clean-up activities, hosted regular soup kitchens for impoverished residents, and mobilised the municipality to fix the broken pump stations and clear illegal dumpsites in the ward. (see pictures here and here)

Garth has proven his commitment to tirelessly fight for basic municipal services to be restored, stamp out any municipal corruption in the ward, and bring clean governance back to Tarkastad so that our residents can once again live lives of dignity.

The people of Tarkastad deserve a champion in the council, a champion backed by the only party that roots out corruption and delivers services to all where it governs.

The DA has been uncovering corruption and fighting for the residents of Enoch Mgijima over the years. We have escalated their plight to the national and provincial governments and proved that we are willing to go to court to save the people from the destructive ANC.

Only the DA can get things done in Tarkastad.

The DA is taking the Enoch Mgijima municipality to court after the council resolved to illegally extend the contract of the municipal manager, Nokuthula Zondani.

During a council meeting on 18 October 2022 the council resolved to terminate the controversial Zondani’s contract before it was set to come to an end on 30 October 2022.

Yesterday council did an about turn and in contravention of the Municipal Systems Act, decided to extend her contract by another three months.

During Zondani’s tenure Enoch Mgijima has fallen into financial ruin and the municipality owes Eskom R900 million.

Basic services have all collapsed. Electricity infrastructure is dilapidated, municipal vehicles have been auctioned off to pay creditors, tender processes to secure service providers are riddled with irregularities and regular billing for municipal rates no longer exists.

In April 2021 this total failure came to a head when the provincial government placed the municipality under administration.

However, Zondani was constantly at loggerheads with the appointed administrator and was even part of a court action to force government to remove the administrator. A National Cabinet Representative is currently in Enoch Mgijima in an effort to turn the administration around.

We will now approach the Makhanda High Court on an urgent basis to request a review of the municipal manager’s contract extension and have it set aside.

The DA has been at the forefront of exposing the rampant corruption and mismanagement in the Enoch Mgijima municipality, and will not rest until it is rooted out.

The DA will continue to fight for the rights of the residents of Enoch Mgijima. The municipality has failed them and they deserve better.

The DA will be writing to the municipal manager of the Inxuba Yethemba municipality to request immediate feedback on the expenditure of millions of taxpayers’ rands on upgrading streets that are still crumbling.

The municipality has spent R14.8 million on upgrading two streets in Cradock, but shoddy workmanship has led to problems such as potholes still impacting residents’ daily lives.

The municipality’s street upgrade project was put in place and spread over three financial years (phases 1, 2 and 3) and is financed with “own-generated” funds as opposed to using Municipal Infrastructure Grant (MIG) funding.

The breakdown of the expenditure is truly shocking:

  • Phase 1 – Frere Street (380 m), R8.3 million (completed).
  • Phase 2 – Adderley Street (550 m), R6.3 million (completed).
  • Phase 3 – Cawood, Sprigg, Durban, Victoria and Albert Streets, R20 million (due to start soon).

I was recently joined by DA Cllr Rika Featherstonehaugh, in conducting oversight inspections in Frere Street and Adderley Street.

We found:

  • Tarred over road-mounted fire hydrants.
  • Blocked storm water drains due to re-gravelling and sealing.
  • Unevenly laid paving at intersections.
  • Faded road markings due to using the wrong paint.

It is inconceivable that R14.8 million has been spent on two streets that are still falling apart – where is the value for money? The municipal manager must give detailed feedback on the process of appointing the construction company and what led to the shoddy workmanship.

Serious questions need to be asked about this expenditure to ensure that a corrupt ANC and its deployed cadres have not, once again, looted the public’s money.

If the municipal manager’s reply is not substantive, I will submit parliamentary questions to the MEC for Cooperative Governance and Traditional Affairs (COGTA), Zolile Williams, to demand answers.

This shocking disrespect for the residents and disregard for the public purse is an indictment on the municipality, especially those in leadership positions.

The DA will fight to ensure that residents receive the services and functioning infrastructure they deserve.

Montego Pet Nutrition appoints New Supply Chain Executive, Johann Kotze

Montego Pet Nutrition (Montego) has further expanded its executive committee with the appointment of Johann Kotzé as Supply Chain Executive.

Johann was promoted to Supply Chain Executive eight months after joining the company and has been a fantastic resource in leading the acquisition of six distribution facilities during 2022, improving service delivery to customers and contributing to the efficiency of Montego’s fleet management and planning process.

Today we answer the age old question of; “How long should my load shedding backup battery last?” whilst resisting the temptation to answer with; “How long is a piece of string!”.

“With the increased tempo of loadshedding in South Africa we are getting many enquiries about the longevity of different batteries that clients have installed for backup,” says Straton Solar.

South Africa is approaching 130 days of continuous loadshedding and for many people that means 260 incidents of loadshedding in total. Let’s call those incidents ‘cycles’ in order to understand what to expect from your back up batteries going forward.

All batteries are rated in terms of Cycle Life – which is defined as the number of cycles (with a 100% Death of Discharge – DOD) a cell can perform before its capacity drops to 80% of its initial specified capacity and then starts to reduce visibly its performance.

Lithium-Ion Battery Life Cycle: 3500 to 8500 cycles

Lithium-ion batteries have expected life cycle ratings between 3 000 – 8 500 cycles for a heavily used battery. Light use can well exceed this rating. Each manufacturer will also provide the depth of discharge limit to achieve their life cycle rating.

In most cases, lithium battery manufacturers limit the depth of discharge to 80%. However, some manufacturers rate their batteries with a 100% depth of discharge. This means that you can use 100% of the capacity without excessively damaging the battery.

Lithium-ion batteries are much less affected by environmental and discharge factors than their lead-acid counterparts. This makes the life cycle estimates much more accurate.

A notable exception here is the Tesla Powerwall 2 which, if you charge your Tesla Powerwall using solar power and the grid you will receive unlimited cycles as part of the 10 year warranty which includes charging the battery with off-peak electricity.

Sealed AGM Battery Life Cycle: 320 to 1200 cycles

AGM stands for Absorbent Glass Mat. In these batteries the electrolyte is absorbed into a glass-fibre mat between the plates by capillary action. AGM batteries are more suitable for short-time delivery of high currents than gel batteries.

Discharging an AGM battery by more than 50 percent and up to 70 percent is not advisable if it is done frequently, this will significantly reduce the battery life cycle. If you discharge your battery to 30 percent, you will have about 1200 cycles. But, if you discharge the battery to 50 percent you will get around 550 cycles. In the worst case, if you fully discharge the battery to 100 percent, you will get about 320 cycles.

AGM batteries can withstand up to three times more cycle life than a conventional car starter battery and are best suited for vehicles with an automatic start-stop system. Conventional starter batteries are not built to handle the high-power demands of these systems so AGM batteries must be used.

Lead-Acid Battery Life Cycle: 250 to 1000 cycles

There are multiple types of lead-acid batteries, each with a different life cycle expectancy. Depending on how you maintain your battery and which type you have, you can expect to get somewhere between a few hundred and up to a thousand charge cycles.

Longevity in lead-acid very much depends on light discharges and proper recharge cycles. If a battery is going to be used for heavy power demands or deep discharges these batteries will get many fewer cycles.

Many manufacturers point to a similar figure of at least 1 000 charging cycles if used in proper conditions. However, extreme heat and other environmental factors can significantly reduce the life of a lead acid battery.

In addition, the increased maintenance requirements for lead acid batteries can also lead to shorter lifespans. It is not uncommon for personnel to have poor maintenance tracking procedures or not care for lead acid batteries in the manner recommended by the lead acid battery manufacturer.

Time Kills a Battery: Time and tide wait for no-one. And the same is the case with a battery. Whether you use it or not, the battery will deteriorate with time and eventually die. This is due to factors like increased internal resistance, loss of electrolyte, crystallization of electrodes, etc. The time effect was described by Arrhenius and is widely used by battery designers in estimating the life cycle of a battery. You need to remember that a battery will self-discharge itself even when idle.

Temperature Effects: Temperature affects both performance and life cycle of a battery (Battery and Temperature). Arrhenius Law also describes how a rise temperature speeds up the chemical reactions inside the battery. So whether you are using the battery or not, higher temperature means faster reactions and hence quicker discharge of the battery.

A rechargeable battery has a finite life cycle before it becomes unusable. You can extend this by proper maintenance, correct operating temperature, and regular but correct use.

How Can You Increase Battery Life?

Once you begin to understand how different factors impact your battery’s life cycle, it becomes clearer how you can increase your battery’s life. Following some simple “best practices” can help you get the most out of your battery, regardless of whether it’s a lead-acid or lithium-ion battery.

As much as possible, use your battery in moderate temperatures. Of course, this may not always be possible. It is optimal to store, charge, and discharge your battery in temperatures near 25 degrees C.

If you have a lead-acid battery, minimize how often you discharge the battery below 50% of its capacity. Ideally, the depth of discharge on each cycle should be between 10% and 50%. If you have a lithium battery, you can likely go down to 80% DOD and, in some cases, 100% DOD. Refer to your battery manufacturer’s recommendation to be safe.

Additionally, if you have a flooded lead-acid battery, make sure to keep the electrolyte solution topped off. Lastly, charging your battery slowly can help keep the internal resistance lower and extend your battery life as well.

An inaugural Public Relations Student and Industry Matchmaking Event is planned for this Friday, October 7 at the Nelson Mandela University Indoor Sport Centre.

The interns often prove to be highly valuable to PR companies and NGOs as they assist with various marketing and communication tasks, and bring fresh ideas to the organisation,” said Public Relations Management Diploma Co-ordinator, Dr Vuyelwa Jacobs.

The guest speaker for the PR Student and Industry Matchmaking Event will be well-known PR guru, Michelle Brown. Brown is an alumnus of Nelson Mandela University and has owned her own PR and events management company, Brown’s PR, for the past 34 years.

Brown, who sits on various committees and is passionate about being from Nelson Mandela Bay, has titled her talk: Unlocking Lockdown: Lessons learnt in the PR/ Events Industry.

“For me, the importance of human interaction – of face-to-face contact – was something we missed during the hard lockdown. And, whilst virtual engagement was amazing, and online communication was upped a few notches, the return of actually seeing someone – across a desk, over a cup of coffee, or at a boardroom table – remains priceless,” said Brown.

Fifteen thousand people have voiced their objection to the Eastern Cape Geographical Names Council’s (ECGNC) quiet attempt to effect a name change from Cradock to Nxuba, without following due public participation processes.

The ECGNC does not have a website or online platform where individuals can access information, find notices of public hearings, provide input, or even find the names and contact information of authorities they need to engage with, making it impossible to contact the council.

On Heritage Day, over 100 people gathered and handed over signed petitions at the internationally renowned Cradock Four memorial, honouring anti-apartheid activists Fort Calata, Matthew Goniwe, Sicelo Mhlauli, and Sparrow Mkhonto.

On 27 June 1985, on their way back to Cradock from Port Elizabeth, the four were arrested at a roadblock set by the then Security Branch, assaulted, and murdered.

These heroes fought and died for our freedom, to have a democratic system of governance of the people, by the people, and for the people.

The current way the ECGNC is dealing with name changes in the province is trampling on these democratic freedoms, by excluding the very people most affected from the process.

Name changes have become a box-ticking exercise, with no meaningful engagement with the communities concerned. If the ECGNC want the residents of Cradock to consider a name change, they need to come back and engage with residents in a meaningful way, with due notice, and ask the residents for their views.

The DA, together with Cradock Business Chamber and various other civil society organisations, handed over signed petitions to DA Shadow MEC for Sport, Recreation Arts and Culture, Nomvano Zibonda, who sits on the portfolio committee that oversees the ECGNC.

The region is currently suffering severe economic hardships, with an unemployment rate of 41%. The renaming process will cost millions of rands in rebranding, which the municipality simply does not have.

The DA recognises the important role that entities such as the ECGNC play, but it is of vital importance that they engage with the communities they serve openly and honestly, not hide what they are doing out of fear that the changes they are proposing will be rejected.

Thousands of residents from Inxuba Yethemba local municipality, which includes Middelburg, Cradock, and surrounding areas, have not been able to purchase electricity since last Friday afternoon, 16 September 2022. This has aggravated the already devastating impact of Eskom’s rolling blackouts on residents and businesses.

The municipality’s vendor electricity system has now been down for four days, with no clear explanation from the ANC council leadership or municipal officials regarding the cause. There has also been no indication given as to when it will be back online, or what plans are being put in place to ensure this does not happen again.

As a result, residents cannot purchase any top-up electricity from municipal registered vendors due to the system failure. This has the potential to cause significant financial losses to individual households and businesses that rely on the system.

If residents are unable to buy prepaid electricty, they will be forced to sit without power. Every day that the system is offline is another day that residents don’t have power, and businesses can’t trade.

It also impacts on the municipality’s ability to generate revenue from electricity sales, which is critical, as the municipality is in arrears with Eskom to the amount of R326 million.

I have written to the Eastern Cape MEC for CoGTA, Zolile Williams, informing him of the situation and demanding to know what caused the system to fail and what plans will be put in place to ensure system integrity to avoid this from happening again.

The DA will continue to fight for the rights of our people.

Industries across the board are increasingly taking a data-driven approach to drive efficiency and proactivity. With the proliferation of affordable monitoring devices and connectivity, they are using this data to enhance decision-making and overall operations. According to Priaash Ramadeen, CEO and co-founder of The Awareness Company, this presents an opportunity for the agricultural sector to embrace data for precision farming and farm security.

“I think that it is important that we first define what we mean with agricultural security and precision farming,” he says. “Agricultural security is about reducing loss of income and keeping your business and family safe. Precision farming focuses on reducing risk and maximising quality and profit. But how will technology and data help you achieve those?”

The answer lies in awareness and visibility across the business – on the farm, in the pack house or processing plant and across your agricultural business right through to insurance continuously. It also allows you to share that visibility and awareness across the entire value chain, including farm workers, suppliers, and off-takers as well as the insurance companies involved with supplying inputs to the farm.

“Data also gives you a deeper understanding of what is going on, providing the farmer with the inputs required to understand their unique situations and challenges,” says Ramadeen. “It helps the farmer remove uncertainty by supplementing their gut and instinct with data-driven decision-making based on facts. It allows the farmer to enhance, elevate and grow their operations and results in far better decisions and ultimately actions.”

He adds that it improves the speed to act as well. “Through better awareness, the farmer can act immediately to rectify a situation and become more proactive, streamlining the farm operations. There are so many variables in farming, so it is imperative to use data to help shape, predict, and anticipate the future. It allows the farmer to compare historic yields to help understand what the next year’s crop should look like, understand when the next drought is likely to occur, whether crops are being overwatered and identify vulnerable access points to the farm that pose a security risk. It allows the farmer to analyse patterns and trends across the entire value chain.”

Ramadeen says that with the vast amounts of data that is available across the value chain, it is critical for the farm to have the right tools to aggregate and make sense of that data. “You need tools that are simple to use, and which can transform all those data points into actionable stories to support your decision-making process. That is why we created HYDRA as a data-agnostic solution, to collect data from sensors from different systems and aggregate it to provide agricultural security patterns and trends that give a historic view, which can then be used to reduce things like false detections and provide early threat warnings as well allowing for a more proactive approach to security,” he says.

From a precision farming perspective, the data allows the farm to save on costs and drive operational efficiency. “It allows the farmer to elevate and grow the business as well as automate reporting administration,” says Ramadeen. The data that is logged from devices across the farm is aggregated into one dashboard, which visualises the information for easy interpretation. He adds that the data can also be shared among broader farming communities to improve overall security. “It allows the community to be more aware and enables them to solve security breaches must faster. Artificial intelligence in cameras for example can analyse what type of movement triggered the alert and whether it is an actual threat or not, reducing unnecessary false alarms. The technology also allows for real-time tracking of animals on the farm, allowing for proactive management of the animals. It also allows for the monitoring of grazing patterns, movement, and other behaviours.” Then you can also monitor things that are on your farm, whether it’s the movement of people, equipment, or vehicles in real-time.

He recommends that farmers that want to capitalise on precision farming and agricultural security use several sources of data to get a holistic view of the entire farm. “Sensors are becoming smaller, smarter, and cheaper and connectivity is becoming more readily available. It, therefore, makes sense for farmers to deploy AgriTech solutions to give them in-depth insights into their operations in real-time. And with the global population rate of population growth, there is a lot of room for optimisation, and this is where data will be key.”

The Enoch Mgijima municipality has collapsed to such an extent that it is now little more than a failed local state, unable to discharge its responsibilities and function properly.

In this municipality corruption is rife and service delivery has come to a grinding halt. The government has lost all legitimacy in the eyes of the citizens. Residents deserve better.

Enoch Mgijima is home to possibly the biggest economy in the Eastern Cape hinterland, yet the municipality has failed to create an enabling environment to attract investment. Businesses are folding, families are leaving, properties stand empty and jobs are being shed.

Basic services have all collapsed. Electricity infrastructure is dilapidated, municipal vehicles have been auctioned off to pay creditors, tender processes to secure service providers are riddled with irregularities and regular billing for municipal rates no longer exists.

Yesterday, 14 September 2022, the DA held a picket in eKomani and submitted a memorandum to the Speaker and Chief Whip of council. The memorandum contains action steps which we believe are crucial to the survival of not only eKomani, but all surrounding villages, whose survival depends on this town succeeding. These steps include the ring fencing and regular payment of the Eskom current account and debt; the immediate reinstating of regular and accurate billing of rates; the revival of basic municipal services and a forensic audit into all financial irregularities, with concomitant and appropriate consequence management for offenders.

The DA is the only party with a track record for turning failed local and provincial governments into successful and economically viable institutions which attract both local and foreign investment, creating much needed jobs in the process.

We will engage with our Mayor in the DA-governed Kouga Local Municipality, Cllr Horatio Hendricks, in order to promote best practise and we will continue to make recommendations that, if implemented, will turn the fortunes of Enoch Mgijima around. The citizens deserve no less.

Kouga is also an economic hub in the province and was in tatters before the DA took over government in 2016. Since then, it is widely accepted as the best municipality in the Eastern Cape.

The DA will continue to fight for the rights of the residents of Enoch Mgijima. The municipality has failed them and they deserve better.

There was once a time when we didn’t really concern ourselves wit the cost of water – a leak in the system was seen as a neat way of watering the plants, water was cheap and plentiful. As the grip of climate change, a renewed sense of caring for our scarce resources evolved. A growing population, very few new dams being built, ageing infrastructure and a renewed commitment to providing free water allocations to our indigent population placed relentless upward pressure on the cost of water to our homes and businesses.

Consumers are now tasked with saving and monitoring their usage of water as part of the \new normal’. There are always solutions to assist municipal water consumers in controlling their consumption and this Water Consumption Monitor is cost effective and powerful.

Put it another way we can show:

  • How much a small leak pushing you into a higher tariff will actually cost you OR
  • Why people on the highest tariff are not paying more for leaks
  • How installing a remote water monitor will save you money, time and headaches.

As the Nelson Mandela Bay Metropolitan area marches towards Day Zero tempers are getting frayed, tank suppliers are working overtime and the Municipality sits back expecting a huge windfall from citizens.

Yup, a huge windfall from punitive tariffs AND from ‘non-existent’ sewage charges. The sewage tariff is an absolute mystery to me but my assumption is that as the charge is based on a percentage of the amount of metered water the situation has to be that sewage costs are over inflated in households collecting shower, bath, kitchen sink and other water for recycling and NOT flushing that water into our sewage system.

Lets examine Part C of the Municipal Water Tariffs.

The tariffs for a domestic user under Part C (2021/22 prices including VAT) per kl consumed are:

  • Step 1 (>0 ? 0,3 kl/d) – R23.93
  • Step 2 (> 0,3 ? 0,5 kl/d) – R36.57
  • Step 3 (>0,5? 0.8 kl/d) – R73.14
  • Step 4 (>0.8 ? 1,0 kl/d) – R121.90
  • Step 5 (>1,0 ? 1,6 kl/d) – R182.85
  • Step 6 (>1.6kl/d) – R365.70

Let’s examine the effect of a 1500 litre per month dripping tap leak pushing the consumer into a higher Step on the above tariffs;

  • Step 1 consumer will pay R170.27 EXTRA
  • Step 2 consumer will pay R666.26 EXTRA
  • Step 3 consumer will pay R1370.16 EXTRA
  • Step 4 consumer will pay R2129.44 EXTRA
  • Step 5 consumer will pay R9453.35 EXTRA
  • Step 6 consumer will continue paying R365.70 PER kl or R548.55 EXTRA

The above figures are based on an average month of 30.4375 days and the consumer consuming the limit in each step with the dripping tap amount of 1500 litres added to the total and charged at the next highest Stepped tariff.

What are the safeguards against this:

  • The cheapest solution is to check your taps, toilets and piping every day for leaks.
  • Read your water meter every hour if possible.
  • Install rainwater harvesting systems.
  • Install private pre-paid water meters to flatlets and other sections of your home/business.
  • Make use of a Live Water Meter Monitor such as the AUSiot-Monitor.

Municipal workers in the Dr Beyers Naude Local Municipality are facing untold economic hardship with the possibility that their salaries will not be paid next week.

This follows the ANC and Compatriots of South Africa (CSA) coalition refusing to work with the DA, Freedom Front Plus (FF Plus) and EFF to pass the municipal budget and Integrated Development Plan (IDP).

Yesterday, 21 July 2022, a special council meeting was held to elect a Mayor and Chief Whip to table the budget and IDP. In terms of the Municipal Finance Management Act (MFMA) a budget can only be tabled by a mayor.

The council is deadlocked with the DA (10), FF Plus (1) and EFF (1) holding 12 seats, while the other 12 seats are occupied by the ANC (11) and CSA (1). This deadlock followed the decision by the CSA president, Cheslin Felix, to side with the ANC to grab power. He was elected as Speaker and then presided over the unlawful election of an ANC Mayor and Chief Whip. This was overturned in the Makhanda High Court

To be able to proceed, we suggested that the DA take over the positions of Mayor and Chief Whip in the interim, but the ANC and CSA refused.

The Municipal Manager, Eddie Rankwana, confirmed in a memorandum that the impact of not having an approved budget is that municipal workers will possibly not receive their salaries on Monday, 25 July. Fuel provision has already been suspended by service providers and municipal vehicles cannot be used for service delivery.

We now await feedback from the Municipal Manager with respect to the next steps as the EC MEC for Cooperative Governance and Traditional Affairs will need to be notified of the situation.

The ANC and CSA continue to blame the current state of chaos on the DA and its partners, but this crisis was created by them when they brought their spurious motions of no confidence in the DA Mayor and Chief Whip.

They then took several unlawful decisions which resulted in court action. As a result of their greed and desperation, we have no Mayor, Chief Whip, budget, and IDP and a host of legal bills that are irregular, fruitless, and wasteful.

The residents and workers of Dr Beyers Naude deserve better, and the DA will keep fighting for them.
